On January 27, 2021, the Cabinet of Ministers of Ukraine approved amendments to Resolutions #224 and #225 regulating procurement of goods to contain COVID-19 that are exempted from VAT during the quarantine.
Previous wordings of the mentioned Resolutions weren’t aligned with Common Procurement Vocabulary in the part of enteral feeds description as well as didn’t cover all codes of Commodity Nomenclature of Foreign Economic Activity (CN FEA) applied to enteral feeds. As a result, both business entities and state authorities had no clarity on which CN FEA codes of enteral feeds fall under VAT exemption.
The Ministry of Health supported the request of the American Chamber of Commerce in Ukraine to expand the list of CN FEA codes provided by the Resolutions to ensure that all enteral feeds are imported to Ukraine and supplied without VAT.
The introduced amendments facilitate the smooth procurement of enteral feeds. We are grateful to the Ministry of Health for the leadership in this process and the Government for supporting the proposed amendments.
