Policy Win: Cabinet of Ministers Adopted New Version of Rules for Trade Services with Business Community’s Proposals

On February 11, 2025, the Cabinet of Ministers of Ukraine adopted its Resolution #144 “On the Approval of the Rules for Trade Services”, which incorporated proposals from the AmCham Ukraine business community, namely:

  • Unified general requirements for trade services were established, enhancing transparency in business operations. Additionally, standardized terminology and definitions were introduced, reducing legal uncertainty in the trade sector.
  • Businesses are granted the flexibility to independently determine the working hours of their retail networks, except for facilities owned by local municipalities. Furthermore, businesses now have the option to combine wholesale, retail trade, and production-trade activities within a single commercial space or online store.
  • Accessibility requirements have been strengthened, introducing minimum adaptation standards for commercial premises to accommodate persons with disabilities and low-mobility groups. These include regulated parking rules and customer service standards for individuals with disabilities in trade facilities.
  • Greater flexibility in displaying business information was introduced, allowing the use of QR codes instead of paper-based information carriers.

Chamber member companies’ experts believe that these changes are expected to contribute to simplifying regulatory procedures, increasing legal certainty, expanding business opportunities, and improving trade services.
