Policy Progress: The State Regulatory Service Did Not Support the Automatic Indexation of Tariffs for Freight Transportation

The American Chamber of Commerce in Ukraine would like to inform that the State Regulatory Service of Ukraine (hereinafter - the SRS) did not support the automatic indexation of tariffs for freight transportation proposed by Ukrzaliznytsya, which was voiced by the SRS representatives during a recent meeting.

The initiative to introduce automatic indexation of tariffs for freight transportation was previously published on the website of the Ministry of Infrastructure of Ukraine in the draft amendments to the Cabinet of Ministers’ Resolution #1392 (hereinafter - the Draft Resolution). The Chamber has sent its proposals to the Draft Resolution regarding automatic indexation of tariffs and continues to insist on taking the business community’s position into consideration.

During the mentioned meeting in the SRS, the Chamber Infrastructure Committee experts highlighted that the business is interested in finding a compromise while setting a price policy for railway freight transportation. Such a compromise lays in fixing the function of setting the tariff for freight railway transportation by the National Commission for State Regulation of Transport (NCRT) - a profile regulator that will set economically sound tariffs. The meeting’s participants also discussed the importance and necessity of adopting a Draft Law “On Rail Transport”.
