The Verkhovna Rada of Ukraine (VRU) supported the decision to postpone the launch of the Electronic System for the Circulation of Alcoholic Beverages, Tobacco Products, and Liquids Used in Electronic Cigarettes (e-Excise) with a full launch on November 1, 2026, in order to ensure proper preparation and a sufficient testing period.
The business supports the introduction of an electronic excise stamp as an important step towards the digitalization of control over the circulation of excisable products and combating the shadow market. At the same time, the business community welcomes the decision to postpone the launch of the e-system, as without comprehensive testing and verification of the reliability and stability of all its components, it is impossible to guarantee its smooth and effective operation. It is an important condition for achieving the main goal of the reform – strengthening control, ensuring full payment of taxes, and combating the illegal production and circulation of excisable goods.
The business community has repeatedly emphasized the importance of ensuring a sufficient period for the preparation and testing of the e-system. We express our gratitude to MP Danylo Hetmantsev, Head of the VRU Committee on Financial Issues, Tax and Customs Policy, for taking into account the position of business, as well as to the Ministry of Digital Transformation team for implementing the complex electronic system. We look forward to the timely conducting of the necessary testing and the successful launch of the system after all preparatory measures have been completed.
