Policy Win: The Parliament Unblocked Pet Food Market by Adopting the Draft Law #3672

The American Chamber of Commerce in Ukraine welcomes the adoption of Draft Law #3672 amending final provisions of the Law “On Feeds’ Safety and Hygiene” to unblock the pet food market, that was supported by the MPs during the plenary session of the Verkhovna Rada of Ukraine on December 2, 2020.

The adopted Draft Law solves the problematic issue on the domestic market – halted import and production of feeds with updated and improved recipes as well as distribution of only those feeds that were registered before 2020.

New requirements, introduced by the Law “On Feeds’ Safety And Hygiene” (Law), that regulate the production and import of feeds, including feeds for pets, entered into force since January 2020. This Law abolished the previous system for registration of prepared feeds and established new requirements for their production and import. Due to updated requirements, prepared feeds can be produced or imported into Ukraine only with the use of feed additives that are registered in the State Register of Feeds’ Additives.

Thus, since January 2020 the state registration of prepared pet feeds was stopped, while state registration of the feeds’ additives in the prepared feeds under the new rules did not start operating.

This situation stopped import and production of feeds with updated and improved recipes.

The adopted Draft Law #3672 temporarily resolves the mentioned issue by providing an additional transition period to launch the State Register of Feeds’ Additives.

The American Chamber of Commerce in Ukraine will continue cooperation with responsible stakeholders to launch a state registration system of feed additives, including in a simplified form.
