Policy Success: Cabinet of Ministers Adopted Resolution #1598 Postponing the Implementation of Norms of the REACH and CLP Technical Regulations

On December 5, 2025 Resolution #1598 “On Amendments to the CMU Resolution #539 dated May 10, 2024 and CMU Resolution #847 dated July 23, 2024” on the postponement of the Registration, Evaluation, Authorization and Restriction of Chemicals (REACH) and Classification, Labelling and Packaging (CLP) Technical Regulations was adopted by the Cabinet of Ministers of Ukraine (CMU).

Business supports the harmonization of Ukraine’s legislation with the European Union (EU) one, however, a sufficient transition period, clear roadmap, and appropriate infrastructure are necessary for the successful process of adapting the above standards.

Adoption of CMU Resolution #1598 eliminated significant risks for businesses and consumers, namely in terms of:

  • threats to the import and production of chemical products and raw materials
  • negative impact on the country's economy
  • disruption of the 2026 spring sowing campaign and reduced crop yields
  • reduction of availability of products meeting certain health, lifestyle or professional needs
  • price increases and, accordingly, increased costs for consumers
  • accessibility problems that could lead to temporary or permanent shortages of certain products;
  • absence of a number of types of chemical products on the market, which could potentially open the door to gray imports and counterfeiting

American Chamber of Commerce in Ukraine welcomes the adoption of CMU Resolution #1598 and expresses gratitude to the Cabinet of Ministers of Ukraine and the Ministry of Economy, Environment, and Agriculture of Ukraine for the ongoing dialogue with the business community.
