Policy Progress: The Parliament Passed the Draft Law #3623 on Digitalization in Labor Sphere in the First Reading

The American Chamber of Commerce in Ukraine welcomes passing the Draft Law #3623 on digitalization in the labor sphere in the first reading by the Verkhovna Rada of Ukraine on September 2, 2020.

The Draft Law envisages the following:

  • The establishment of a five-year transition period for including information from paper employment records in the State Register;
  • The employer will not be obliged to make records of employment, transfer, and dismissal in paper any longer unless the employee requests to make it. After all employment information is included in the State Register, the employer will be obliged to return the original paper record to the employee subject to his/her signature;
  • The possibility of an automatic pension appointment (without personal application).

Experts of the Chamber Human Capital Committee have been continuously highlighting the importance of accelerating the labor reform by providing proposals on the labor law reform and digitalization of processes in labor relations.

We welcome this step and look forward to Draft Law’s adoption as a whole. We believe that digitalization in the labor sphere will help create equal rules on the labor market as it will balance employees’ and employers’ interests.
