Parliament passed the Draft Law #11084, amending the Tax Code regarding tax administration simplifications for bona fide taxpayers in the first reading (Draft Law).
According to the explanatory note, the Draft Law proposes "the introduction during the period of martial law of a mechanism to support taxpayers with a positive tax history by providing them with an increased level of service and optimizing the application of tax control measures."
AmCham Ukraine experts support the initiative and have prepared comments and proposals to the Draft Law, which were addressed to responsible authorities. In particular, regarding the following:
- create the procedure for submitting an enterprise's application to obtain the status of a taxpayer with a high level of voluntary compliance with tax legislation;
- improve the VAT refund-related provisions;
- provide the possibility of compliance with four of the nine main criteria;
- determining one of the criteria which is not an absence of an uncoordinated tax liability but the absence of a tax debt; and other.
The business community is grateful to the Verkhovna Rada of Ukraine Committee on Financial Issues, Tax and Customs Policy for this legislative initiative and calls for consideration of the provided comments and proposals to the Draft Law while preparing it for the second reading.
