The American Chamber of Commerce in Ukraine welcomes the Resolution of the Cabinet of Ministers of Ukraine (CMU) #1691, adopted on December 17, 2025, amending the CMU Resolution #154 “On Certain Issues Related to the Provision and Use of Cloud Services and/or Data Center Services”.
The Resolution extends the transitional period until December 31, 2026, ensuring continuity in the use of cloud services for public sector entities.
This decision supports the stable operation of critical public digital services and state information systems, many of which rely on global cloud providers that comply with internationally recognized cybersecurity and data protection standards, including ISO/IEC 27001, SOC 2, and GDPR. At the same time, further alignment between national regulatory requirements and internationally recognized standards remains an important next step. To ensure a consistent framework, these principles must be reflected in the Law of Ukraine “On Cloud Services”.
The extension provides the time needed to advance this alignment, strengthen digital security, and maintain the resilience of Ukraine’s critical digital infrastructure.
