Policy Win: The Government Abolished Mandatory Fumigation with Recirculation System

The American Chamber of Commerce in Ukraine welcomes the Government's decision to abolish compulsory fumigation with a use of recirculation system for grain transportation in ships.

The Government's Resolution "On Amendments to the Cabinet of Ministers of Ukraine Resolution #1177 of November 15, 2019" was adopted on June 3, 2020.

The amendments adopted by the Government will simplify phytosanitary measures in terms of fumigation as well as comply with international practices of grain trade when the market environment shapes the requirements for fumigation as a method of harmful organisms control and upon the request of the client company or importing country.

Experts of the Chamber Agricultural Committee took an active part in improvement of the Resolution, that was adopted, and repeatedly stressed the importance of adopting appropriate changes. In letters and during meetings with government officials, Chamber members noted that the abolition of requirement for mandatory fumigation would facilitate phytosanitary control for businesses, as well as speed up the implementation of CMU Resolution #1177 "On Plant Quarantine" that will allow launching a market of private phytosanitary laboratories in Ukraine, which will carry out expertise for export.
