The American Chamber of Commerce in Ukraine welcomes the decision of the State Service of Ukraine on Food Safety and Consumer Protection regarding changes in phytosanitary procedures. According to the issued instruction letter, the certification procedure for barley was simplified. From now on, applications and documents for a phytosanitary examination of barley fields can be submitted in electronic format, and selected samples – by mail, which is essential for business in connection to anti-epidemic measures in Ukraine. Also, the list of documents required to obtain a phytosanitary certificate for export has been simplified.
Experts of the Chamber Agricultural Committee took an active part in advocating this initiative aimed at the digitalization of processes and simplification of internal procedures, which will promote the development of trade and export potential of Ukraine. The introduction of electronic document management will also reduce business costs, save time, and strengthen control over the status of the document. At the same time, the member companies of the Chamber emphasize the importance of adopting amendments to Order #487 of the Ministry of Agrarian Policy and Food on establishing and maintaining the status of vacant plots, which will remove other regulatory barriers on the way to simplifying the internal procedures essential for increasing barley export to foreign markets.
