Policy Win: Radio Frequency Monitoring Service Tariffs Will not Be Increased Further in 2026

AmCham Ukraine welcomes the National Commission for the State Regulation of Electronic Communications, Radio Frequency Spectrum and the Provision of Postal Services (NCEC) Decision #286  “On Amendments to the Financial Plan of the State Enterprise "Ukrainian State Center of Radio Frequencies" for 2026” (Decision) dated June 24, 2026, introducing amendments to the 2026 Financial Plan of the State Enterprise “Ukrainian State Centre of Radio Frequencies”.

The Decision enshrines no further revision of radio frequency monitoring (RFM) service tariffs in 2026, including the previously proposed 19.9% increase. Amid martial law and the need to ensure the uninterrupted operation of electronic communications networks, refraining from any further tariff increase is an important condition for preserving operators' ability to invest in the restoration and resilience of Ukraine's telecommunications infrastructure.

At the same time, NCEC Decision #620 dated October 29, 2025 entered into force on July 1, 2026 increasing RFM service tariffs by 6.5%.

AmCham Ukraine's position remains unchanged: any revisions to RFM service tariffs should be based on a transparent, economically justified methodology and take into account the best practices of the EU Member States, in line with Ukraine's European integration course.

To support this effort, mobile operators have initiated a dedicated research study involving the international consulting firm LS telcom UK. The research provides a systematic comparative analysis of the EU Member States' practices in spectrum usage tariff models, spectrum management fees, the RFM organization, and approaches to determining tariffs for the respective services. Based on the findings,  recommendations on the optimal RFM organization model and on determining the corresponding tariffs will be developed for Ukraine.

AmCham Ukraine believes that any future decisions regarding the revision of RFM service tariffs should be made only after the completion of the respective research study, a thorough analysis of its findings, and professional discussion with all relevant stakeholders.
