On May 31, 2022, the Parliament of Ukraine has adopted in the second reading and as a whole the Draft Law #6070-1 “On Amendments to Certain Laws of Ukraine regarding Implementation of Technical Regulation Functions in the Sphere of the Agro-Industrial Complex and Mechanical Engineering for the Agro-Industrial Complex”, dated October 5, 2021 (Draft Law #6070-1). It unblocks the certification of new types of agricultural machinery.
Since July 2021 the certification procedure for new types of agricultural machinery was blocked, as Ukrainian State Center for Testing and Forecasting of Machinery and Technologies for Agricultural Production as well as Scientific and Technical Certification Center “AGROSEPRO” of the National Academy of Agrarian Sciences of Ukraine have lost their accreditation to provide conformity assessment of agricultural machinery. This situation resulted in halting sales of new types of agricultural machinery; limited farmers' access to the innovative models; eliminated relevant revenues to the State Budget of Ukraine.
Adopted Draft Law #6070-1 regulates on the legislative level the issue of conformity assessment bodies functioning and unblocks certification of new types of agricultural machinery by providing the relevant Ministry of Agrarian Policy and Food of Ukraine with respective powers without significant changes in the conformity assessment procedure.
Experts of the Chamber Working Group on Agricultural Machinery Issues welcome the adoption of the Draft Law #6070-1.
