On September 21, 2021, the Verkhovna Rada of Ukraine adopted Draft Law #4662 regarding possibility of medicines' procurement via Managed Entry Agreements (MEA).
The American Chamber of Commerce in Ukraine (the Chamber) supports the improvement of patients' access to innovative medicines at the expense of the State Budget using the procedures of MEA.
The Draft Law implements a mechanism for negotiating with medicines' manufacturers. The MEA mechanism is used in most EU countries to purchase exclusive medicines. It significantly reduces the cost of medicines and allows the state to buy more innovative medicines, in particular for patients with orphan diseases.
At the same time, there are still issues that need special attention from the stakeholders to implement the MEA properly. The Chamber looks forward that they will be regulated by bylaws.
The Chamber member companies' experts provided expert support in the course of Draft Law's development. The Chamber will continue to contribute to Ukraine's healthcare system's transformation.
