On June 20, 2022, the Verkhovna Rada of Ukraine adopted Draft Law #2207-1-d “On Waste Management” (Draft Law) in the second reading.
The American Chamber of Commerce in Ukraine (the Chamber) welcomes the adoption of the Draft Law which foresees the implementation of waste management reform and is a necessary condition for Ukraine's transition to models of circular economy and sustainable development.
The Chamber has been continuously and consistently supporting the waste management reform and expressed support for the Draft Law with the proposals of the business community.
However, some provisions still need to be further improved, namely: terminology, inconsistency of some provisions with the Directive 2008/98/EC, and implementation of the conclusion of the Antimonopoly Committee of Ukraine on the article "Administrator of Municipal Waste Management Services".
The Chamber looks forward to continuing fruitful dialogue with stakeholders to work on the process of establishing the extended producer responsibility organization and harmonizing the environmental legislation in Ukraine with the EU standards.
