On February 10, 2026, the Verkhovna Rada of Ukraine adopted Draft Law #13454 “On Amendments to Certain Legislative Acts on Prevention of Emergencies and Elimination of Their Consequences, Establishment of the Civil Protection Shelters Fund, and Creation of Safety Classes and Centers.”
Draft Law provides for the establishment of a legal framework for the development of a nationwide network of safety centers and safety classes, expansion of the civil protection shelters network, integration of civil protection shelter requirements into urban planning documentation at all levels, and digitalization of the registration and certification processes of emergency and fire-rescue units.
It also clarifies the powers of state authorities and local self-government bodies in the areas of civil protection and urban planning.
According to experts of the AmCham member companies, the adoption of this Law is critically important to ensure a transparent and predictable emergency management mechanism, to build effective civil protection shelter infrastructure, to digitalize the certification processes of emergency rescue services and rescuers, and to strengthen national security as well as the protection of Ukraine’s population and territories.
This is an important step toward enhancing public safety, strengthening community resilience, and building a modern system capable of effectively responding to wartime and man-made challenges.
