Policy Win: AmCham’s Key Proposals Were Incorporated in the Framework for Creation of Ukrainian Pharmaceutical Agency

On  June 4, 2026, the Cabinet of Ministers of Ukraine adopted Resolution #739 “Certain Issues regarding the Establishment of the Ukrainian Pharmaceutical Agency (UPA)”.

Experts from member companies of the American Chamber of Commerce in Ukraine (AmCham) have consistently emphasized the importance of:

• the need to establish a new, effective body, rather than reorganizing the State Service for Medicines and Drug Control
• the candidate for the position of UPA Chair meeting the qualification requirements (namely, relevant education, work experience, proficiency in the state and foreign languages, and compliance with integrity criteria)
• the advisability of conducting a transparent and impartial competitive selection process for the position of Head of the UPA, as well as including in the selection commission the candidates from international donors who have provided Ukraine with international technical assistance in the field of healthcare
