Policy Progress: The Parliament Took the First Step to Facilitate Conduction of Environment Impact Assessment during the Quarantine Restrictions

The American Chamber of Commerce in Ukraine welcomes passing the Draft Law #3438 in the first reading by the Parliament. The Draft Law foresees temporary amendments to the Law “On Environment Impact Assessment” and enables conducting the Environment Impact Assessment (EIA) procedure during the application of COVID-19 restrictive measures.

An environmental impact assessment (EIA) is considered to be an important tool to achieve sustainability and compliance of business activities with environmental norms and requirements. However, giving current COVID-19 restrictive measures, performance of EIA procedure was suspected. The latter has already negatively influenced the planned economic activity of companies.

Draft Law #3438 amends requirements to public discussions and envisages a shift to remote public discussions for the period of applying the measures aimed at combating the spread of COVID-19, thus helping the business to conduct its activities and comply with EIA requirements.

The American Chamber of Commerce in Ukraine urges MPs to support this Draft Law in the second reading.
