AmCham Ukraine welcomes the adoption of the National Bank of Ukraine (NBU) Board Resolution #90 “On Amendments to NBU Board Resolution #18 dated February 24, 2022” (Resolution).
The Resolution introduces a number of currency liberalization measures, namely:
- the limit for non-cash foreign currency purchases has been raised to UAH 200,000 per calendar month. Additionally, the limit on cash withdrawals by individuals from currency accounts, both in Ukraine and abroad, has been increased to UAH 200,000 per day.
- cash withdrawal limits for legal entities have been increased: up to UAH 200,000 per day for cash withdrawal from UAH accounts within Ukraine, and up to UAH 140,000 per month for cash withdrawal abroad using corporate UAH cards;
- the limit for payments abroad using corporate UAH cards has been increased to UAH 400,000 per calendar month;
- payment of fines, penalties, bonuses, and reimbursement of costs and losses to non-resident counterparties under contracts for the export of goods has been permitted. According to the Resolution, the amount of such transfers per calendar year should not exceed 10% of the total value of goods delivered to a non-resident under the relevant contracts established after February 23, 2021;
- the repatriation of dividends in the context of changes to the organizational and legal form of business has been allowed;
- transferring funds in favor of the US International Development Finance Corporation (DFC) under contracts for political risk coverage has been permitted.
In addition, within the framework of stimulating currency liberalization, the NBU has established an “additional” limit, which will comprise direct charitable contributions to military units of the Armed Forces of Ukraine and the National Guard of Ukraine, conducted from August 10, 2026.
Experts of AmCham Ukraine member companies have consistently advocated for the gradual easing of currency restrictions. We believe that the adopted measures will help eliminate certain barriers to doing business in Ukraine, foster a more positive environment for economic activity, and build greater confidence among investors and business.
