By Resolution #1608 dated December 8, 2025, the Cabinet of Ministers of Ukraine (CMU) amended Resolution #76 dated January 27, 2023, in particular by supplementing paragraph 29 of the Reservation Procedure with provisions enabling the continuity of reservation for military-liable employees. These changes have been implemented on the Diia portal, where a continuous and advance extension of employee reservation has been introduced.
Under the updated approach, for military-liable employees of critically important enterprises whose reservation period has not yet expired, reservation is carried out without taking into account the period defined in the first paragraph of clause 29 of the Procedure. This creates the possibility to extend reservation prior to the expiration of the current term and ensures continuity of the employee’s reserved status.
In addition, if an employee has a valid reservation and the authority that confirmed the enterprise’s critically important status has not changed, re-reservation is carried out automatically without cancellation of the previous status and takes up to 24 hours.
The updated functionality is available to enterprises with confirmed critically important status that are included in the Unified List and allows applications to be submitted via the Diia portal by company heads or authorized persons using a qualified electronic signature.
The AmCham welcomes the implemented changes, having consistently advocated for improvements to reservation procedures and looks forward to continued cooperation to further enhance the relevant procedures. These changes contribute to reducing administrative burden, shortening application processing times, and ensuring business continuity through the retention of key personnel.
