Ukrainian Vaccination Certificates for International Traveling

Earlier this week, the Ministry of Health of Ukraine (MoH) announced that any individual who has been fully vaccinated against COVID-19 in Ukraine can obtain an international vaccination certificate. Primary healthcare service providers connected to the e-Health system will issue these certificates after administering the second dose of (multi-dose) vaccines. So far, providers have only issued international vaccination certificates for vaccines approved for emergency use by the World Health Organisation (WHO) and the MoH. As of today, the WHO has granted emergency use authorisation to three types of multi-dose vaccines authorised in Ukraine:

  • Comirnaty by Pfizer-BioNTech
  • Oxford-AstraZeneca (currently available in Ukraine from several producers, including Catalent, Serum Institute of India and SKBio)
  • CoronaVac by Sinovac

A vaccinated individual can request an international vaccination certificate either: (a) immediately after the administration of the second dose at the vaccination point; or (b) any time after the vaccination from a primary healthcare service provider connected to the e-Health system.

The providers will issue certificates in paper form, in English or French, as well as in Ukrainian. The certificate is valid for one year and can be extended.

Individuals with contraindications to the COVID-19 vaccination can request a written confirmation from the providers. When issuing these written confirmations, the providers will indicate particular counterindications.
