Ukraine Begins Implementation of Electronic Court

Ukraine's High Council of Justice (HCJ) announced that three subsystems of the Unified Judicial Information and Telecommunication System (UJITS) would become operational on 4 October 2021.

As reported earlier, the UJITS is the core of the “electronic court” concept in Ukraine. Recently, the Ukrainian parliament adopted Law No. 1416-IX that introduced procedures for the gradual implementation of UJITS subsystems that will ultimately serve as a single information space for judicial bodies.

This space will allow for electronic file management, remote communication between the court and litigants, videoconferencing participation in court hearings, provision of informational assistance to judges and automation of court processes.

Further to the HCJ's announcement, three subsystems of the UJITS – the Electronic Cabinet, the Electronic Court and the Videoconferencing subsystems – are ready for use as judicial institutions.

According to the regulations for the UJITS subsystems, which were approved by the HCJ on 17 August 2021, the subsystems will fulfil the following services:

  • The Electronic Cabinet subsystem will allow users to register with the UJITS and obtain access to other UJITS resources upon authentication.
  • The Electronic Court subsystem will enable users to create and send electronic documents to courts, and to receive information on the status of submitted documents.
  • The Videoconferencing subsystem will provide parties with access to the platform for participating in the court hearings through videoconferencing either inside or outside the court's premises.

According to the transitional provisions for procedural codes, changes will also be made to the requirements for carrying out procedural actions. In addition, interested parties will be able to use the above subsystems in accordance with the requirements established in the regulations on functioning of the UJITS’s subsystems and applicable rules of court procedure.
