On March 21, 2023, AmCham Ukraine leadership, Infrastructure Committee Co-Chairs, and AmCham members met with Oleksandr Novytsky, Temporary Acting Head of the State Inspectorate for Architecture and Urban Planning of Ukraine (DIAM) and his team.
In focus:
- current DIAM activities and priorities for 2023;
- DIAM role in the reconstruction and rebuilding processes;
- regulation of the issuance of construction licenses;
- access to the work of the Register for construction activities;
- next joint steps to improve the efficiency of Ukraine’s construction industry.
In connection with the merge of the Ministry of Communities and Territories Development of Ukraine and the Ministry of Infrastructure of Ukraine into a single Ministry for Development of Communities, Territories, and Infrastructure of Ukraine (Ministry), the DIAM came under the management of the newly created Ministry and will be actively engaged in the reconstruction and rebuilding processes.
Currently, the DIAM team is working on developing and implementing a pilot project on conducting standardization and justifying receipt of refusals for developers and creating a new service that will ensure equal access and opportunities for every developer. New DIAM initiatives will be presented officially shortly.
Active work is also underway to restore the provision of administrative services in the construction field during martial law.
AmCham members also raised the issue of issuing licenses for construction works and received clarification from DIAM that the issuance of licenses will be carried out through an electronic office. The procedure itself is foreseen in the provisions of Draft Law #5655 “On Amendments to some Legislative Acts of Ukraine on Reforming the Sphere of Urban Planning”.
AmCham members draw specific attention to the importance of full access of all market participants to the Register of Construction Activities to obtain approval of urban planning conditions and construction permits.
