AmCham Ukraine Calls on Parliament to Support Draft Law #2289 in the Second Reading

The American Chamber of Commerce in Ukraine calls on Members of Parliament to support Draft Law #2289 in the second reading.

Adopting this Draft Law will unblock scientific research and state tests that will enable Ukrainian farmers to use new-generation products, thereby increasing their agricultural products' competitiveness and enabling them to respond as early as possible to the latest challenges in pest control.

Innovative plant protection products (PPPs) have not had access to the Ukrainian market for 5 years. As a result, today, there are distortions of free competition, trade barriers in access to the Ukrainian pesticide market, reduction of investments in research, and a complete suspension of Foreign Direct Investment in the Ukrainian sector of PPPs.

Companies' investments in research in the field of plant protection products in Ukraine have been reduced by more than 80% in recent years, and Foreign Direct Investment is not planned at all. Changes aimed at restoring free competition and improving the investment climate in the agrochemical sector are required, and they are already reflected in Draft Law #2289 "On Amendments to Article 4 of the Law of Ukraine" On Pesticides and Agrochemicals "On the Import of Pesticides into the Customs Territory of Ukraine" (Draft Law) dated October 18, 2019. The Drat Law is aimed at improving the legislation and resuming the import of samples of innovative PPPs for research and state testing.
