In August 2020 Ukraine launched the implementation of the Authorized Economic Operator (AEO) program, which meets the EU standards. Updating the Ukrainian legislation in terms of the AEO concept was one of Ukraine's obligations under the Association Agreement with the EU. The required regulatory framework was developed during 2019-2020, with the assistance of the programs of the Reform Support Team Project Management Office of the Ministry of Finance (RST) and the EU Public Finance Management Support Program for Ukraine (EU4PFM). The experts who were actively engaged into the development process held a webinar on the practical aspects of the AEO program in Ukraine.
AEO is a special status that gives businesses significant simplification of the customs formalities. AEO programs have already been implemented in 84 countries. Following the conclusion by Ukraine of bilateral agreements with the EU and with other countries on mutual recognition of AEOs, AEOs authorized in Ukraine will have significant advantages during the customs clearance.
