Public-private partnership / concession projects in Ukraine are becoming more and more beneficial, both from the government and private sector perspectives.

Right after the new law on concession came into force, the first benefits for the investment potential of the state emerged - in 2020, the Ministry of Infrastructure of Ukraine signed pilot concession agreements regarding the assets of Olvia and Kherson seaports.

The Ministry of Infrastructure together with the Ukrainian Sea Ports Authority is working towards the implementation of public-private partnership (PPP) projects for several state enterprises, including Chornomorsk seaport and the passenger complex of the Odessa seaport. The development of road sector is also a key priority for the Government – the first Ukrainian Road PPP Program was launched in 2020. Based on successful examples from the neighboring countries, the Government with assistance from World Bank Group developed a model for attracting investors and identified 6 pilot road sections to be upgraded and maintained in the framework of the Road PPP Program. Besides, there are upcoming concession projects in the airport and railway industries.

The regulatory framework for public-private partnerships in Ukraine has recently been amended to ensure compliance with international standards and best industry practices. In particular:

  • on January 31, the Ministry of Justice approved the order of the Ministry of Economy that introduced an updated version of the Methodology of the PPP Effectiveness Analysis
  • on February 15, the Parliament of Ukraine created favorable conditions for attracting private investment in road construction by adopting the draft law № 5090 on amendments to the Budget Code

Considering the recent news and the opportunities for the private sector that emerged after the adoption of new regulatory documents, we invite everyone who takes a professional interest in public-private partnerships to enroll in the online course* on the preparation for international PPP certification. The training starts on March 28.

Certified PPP Professional Foundation Course (CP3P©) is organized by K-Infrastructure in cooperation with SPILNO PPP Advisory. The course will be delivered by Taras Boichuk, Partner Director at SPILNO PPP Advisory and Head of the PPP Management Office at the Ministry of Infrastructure of Ukraine, where he has led the preparation and implementation of pilot PPP projects in the seaport and airport sectors and provided legal support to the Ministry of Economic Development and Trade to work on the new Concession Law adopted in October 2019. Taras is an accredited CP3P© trainer and has completed all three levels of the PPP certification program.

This basic course is designed primarily for professionals in the field of public-private partnerships and candidates who would like to obtain certification from APMG International and take a Foundation-level exam in Russian.

Course dates: March 28 - April 1, 2022.

The program follows the structure of the contents of the first Chapter of the CP3P Guide and will include 20 hours of virtual lectures delivered over the course of 5 days.
