CBAM, enforced by the Regulation (EU) 2023/956, seeks to address the issue of carbon leakage from carbon-intensive sectors like cement/lime, electricity, iron and steel, aluminum, fertilizer, and hydrogen by imposing a fee based on the carbon content of the imported good. CBAM will have an impact on countries like Ukraine as companies that export CBAM goods to the EU will need to provide, in the short term, reports to their EU clients on their direct and indirect GHG emissions, while in the future, they will need to address the impact of CBAM fees into their business models.

Questions for discussion:

  • What is CBAM and what sectors will be affected?
  • How will CBAM be enforced in the EU?
  • What can governments do to prepare? The case of Moldova
  • What can EU and non-EU manufacturers and exporters do to prepare?
  • What activities will be the most challenging and time-consuming for companies who are just getting started on CBAM compliance?
  • How can Tetra Tech assist AmCham members with CBAM implementation?

Speakers:

Rodrigo Chaparro, Climate Change Director, Tetra Tech. Rodrigo Chaparro is a sustainable energy and climate change specialist with over 25 years of experience working with governments, multilateral development banks, Japanese and Danish aid agencies. He has deployed risk mitigation instruments for energy investments, financing mechanisms for decarbonization projects, and technical and policy solutions for renewable energy and energy efficiency applications. At Tetra Tech he leads the integration of change mitigation, adaptation, and resilience criteria the company’s portfolio of energy projects. He has been writing thought leadership articles on the emerging carbon markets under Article 6 and recently led the study on the impact of CBAM on Moldova.

Guikema, A.J., Senior Environmental Specialist, Tetra Tech. Mr. Guikema is an expert on European Union environmental regulations with 25 years of experience supporting global manufacturing companies that export products to the EU. He specializes in advising management on the impacts of new and existing EU regulations on their global and EU sales and operations. He holds a bachelor’s degree in Chemical Engineering and a master’s degree in Chemistry, both from the University of Michigan.

Sofia Sapozhnykova, Energy Sector and Climate Change Associate, Tetra Tech. Ms. Sapozhnykova has three years of experience working on projects funded by institutions such as BMWK, GIZ, ADEME, USAID, and French regional governments across Ukraine, the EU, Eastern Europe, the Balkans, and Central Asia. She specializes in European climate regulations and strategy, international decarbonization requirements for Europe's trading partners, the European Energy Security framework, and the strategy for the reconstruction of Ukraine. She holds a master’s degree in economics and sustainable development studies and a bachelor’s degree in political and social sciences from Sciences Po Paris.

Nikos Tourlis, Managing Director, Europe, Tetra Tech. (Moderator) Mr. Tourlis is a power systems-focused energy expert with 20 years of experience in regulatory policy and electricity market design, power systems economics and planning, as well as power systems analysis and operation. He has provided technical assistance to governments and energy market institutions around the world, advising on the definition and implementation of energy policies, strategies, and action plans. Mr. Tourlis is managing, sourcing, and executing consulting engagements in Europe and Eurasia focused on energy sector projects, initiatives, and policies, particularly in the area of energy transition. In parallel, he undertakes and coordinates technical tasks.
