By giving more and more spheres of public activity to the negotiated settlement of the market, the state actually reserves only one function - criminal compulsion in case of violation of the established rules. Therefore, the downside of decentralization and liberalization is the increased criminal liability for offences. Hence the tangible increase in criminal law risks in all spheres of public life, which will be the subject of discussions at the III International Criminal Law Forum, which will be held on 19th March this year in Kyiv.
