On November 11, the Cabinet of Ministers of Ukraine at the regular meeting approved the State Enterprise "Medical Procurement of Ukraine" (Medical Procurement, SE) as a centralized procurement organization in healthcare. This Government's decision will allow the SE to conduct tenders and procure medicines, immunobiological medicines, medical devices, and specialized sanitary transport under framework agreements in the Ministry of Health's interests.
By definition of the SE, these changes allow to provide:
- The further support for the work of the medical catalogue ProZorro Market and increase the number of purchases to UAH 200,000. Previously, the maximum amount on order from the catalogue was UAH 50,000. It significantly limited customers and suppliers. Now, with the consolidation of the status of the central procurement organization, the possibility of using the ProZorro Market catalogue expands to procurement up to UAH 200,000. This will affect the range of goods, pricing, competition, suppliers' involvement in the sale of goods to state customers, delivery speed, and quality of goods. This is especially important within the fight against the COVID-19 pandemic;
- Savings in public funds. Public customers will be able to save more money by purchasing more products in medical catalogues. Prices at ProZorro Market are 44% lower than when using any other procedure.
The American Chamber of Commerce in Ukraine supports these changes, which will help to conduct transparent procurement, save budget funds, as well as expand the capabilities of the SE "Medical Procurement of Ukraine" platform for the development of public and private partnerships.
