Asters Secures One of the First RD4U Claims for UAH 5 bln Critical Infrastructure Damage Caused by Russia’s Invasion of Ukraine

Asters together with Shkrebets & Partners advised PrJSC Kharkiv CHPP-5 on the process of submitting claim to Register of Damage Caused by the Aggression of the Russian Federation against Ukraine (RD4U) under the recently launched category 'Damage to or Destruction of Critical Infrastructure'. The application relates to damage caused by Russia’s invasion of Ukraine to Kharkiv CHPP-5’s property, exceeding UAH 5 billion.

The engagement spanned from the launch of the RD4U beta-testing phase in December 2025 through to the submission of the claim on 4 May 2026, making Kharkiv CHPP-5’s application among the first filed under this category.

Asters team, working pro bono on the project, included Partner Oleksandr Volkov, Senior Associate Veronika Hodlevska, Associate Valeriia Yakimova and Junior Associate Mykhailo Zhelunitsyn. Shkrebets & Partners team comprised Yevhen Shkrebets and Andriy Syvak. PrJSC Kharkiv CHPP-5 was represented by in-house lawyer Serhii Vlasenko.

As previously reported, on 29 April 2026, the RD4U introduced five new categories of claims for legal entities and the State of Ukraine, marking the first time the Register has accepted submissions beyond individual claims. The categories cover damage to and destruction of critical and non-critical infrastructure and are open to all legal entities, including state, municipal, and private businesses.
