The Ministry of Economy, Environment and Agriculture of Ukraine (Ministry of Economy) has updated the criteria for determining enterprises, institutions, and organizations that are considered important for sectors of the national economy. The changes were approved by Order #3650 “On Approval of Amendments to the Criteria for Determining Enterprises, Institutions, and Organizations that Have Significant Importance for Sectors of the National Economy” dated December 22, 2025.
The updated criteria strengthen requirements related to workforce indicators, wage levels, and certain types of economic activities. The amendments clarify the application of existing provisions, introduce new grounds for obtaining the status, and establish additional restrictions regarding enterprise ownership structure.
Key updates include:
- Expanding eligibility to enterprises producing machinery and equipment listed under programs partially financed from the state budget, as per the Ministry of Economy’s procedures established by the Cabinet of Ministers of Ukraine Resolution #130 (March 1, 2017).
- Setting higher benchmarks for average wages: companies with a workforce of 50 or more insured employees must now maintain an average monthly salary at least twice the national average.
- For smaller enterprises employing 20 or more insured workers, the average monthly wage threshold is raised to at least three times the national average.

The revised framework introduces clear, measurable standards for wage levels, workforce structure, and ownership transparency, ensuring that enterprises holding this status meet tangible economic and social benchmarks.
