On March 6, 2026, the President of Ukraine signed Law #4778-IX “On Amendments to Certain Legislative Acts regarding Prevention of Emergencies and Elimination of Their Consequences, Formation of a Civil Protection Protective Structures Fund, and Establishment of Safety Classes and Centers” (the Law).
The Law clarifies the powers of state authorities and local self-government bodies in the areas of civil protection and urban planning.
This is an important step toward enhancing the safety of citizens, strengthening the resilience of communities, and developing a modern system for responding to wartime and technological challenges.
