The American Chamber of Commerce in Ukraine (Chamber) welcomes the adoption of Draft Law #7251 regarding optimization of labor relations (Draft Law), by the Verkhovna Rada of Ukraine on July 1, 2022. According to the Chamber member companies’ experts, the Draft Law will contribute to the deregulation of labor relations, in particular, in the conditions of martial law.
In view of above, they supported the initiative of amendments provided by the Draft Law in general, but taking into account the proposals of the business community, which were submitted to the first and second readings respectively. The Chamber also took an active part in the meetings of the Working Group under the Verkhovna Rada of Ukraine Committee on Social Policy and Veterans' Rights Protection designed for review and finalization of the Draft Law for the second reading.
The Draft Law establishes that during the martial law or a state of emergency, all notifications and documents associated with labor relations, orders of the owner or the authorized body can be implemented and maintained in electronic form using technical means of electronic communications.
The Draft law also clarifies the grounds for regulating some aspects of labor relations, taking into account the peculiarities of labor relations under martial law.
