Policy Win: The Cabinet of Ministers Adopted Resolution #1002 Amending Licensing Conditions for Business Activities in Production of Medicines

On September 22, 2021, the Cabinet of Ministers of Ukraine adopted Resolution №1002, amending the licensing conditions for business activities (resolution).

The resolution amends the relevant licensing conditions with a focus on e-commerce of medicines. In particular, the resolution sets requirements for pharmacies, postal operators, age restrictions on the sale of medicines and other aspects.

The Chamber member companies also welcome the introduction of a mechanism for checking a licensee who sells medicines. It is possible through the usage of a logo with a hyperlink displayed on each page of the website. It redirects the consumer to the list of licensees with the right to carry out e-trade of medicines, posted on the official website of the State Service of Ukraine on Medicines and Drugs Control. This mechanism will help consumers check whether a particular online pharmacy has the appropriate right to trade in medicines, which is important in ensuring access to quality and safe medicines.

There are still issues that need special attention from the stakeholders to formulate the necessary changes in the relevant documents in order to regulate the online market, e.g. distinguishing e-trade of medicines from their booking at marketplace. The Chamber hopes that they will be implemented.

The Chamber member companies' experts provided professional support in the course of the development of resolution. The Chamber will continue to contribute to Ukraine's healthcare system's transformation.
