On April 15, 2025, the President of Ukraine submitted to the Verkhovna Rada of Ukraine Draft Law #0307 “On Ratification of Decision #2/2024 of the Joint Committee of the Regional Convention on Pan-Euro-Mediterranean Preferential Rules of Origin of December 12, 2024 amending Decision #1/2023 of the Joint Committee to include transitional provisions to the amendments to the Regional Convention on Pan-Euro-Mediterranean Preferential Rules of Origin applicable from January 1, 2025” (Draft Law #0307).
AmCham Ukraine previously requested that the domestic procedures necessary for the ratification of Decision #2/2024 be completed as soon as possible in the prescribed form and therefore welcomes the registration of Draft Law #0307.
Ratification of Decision #2/2024 will allow Ukraine to:
- provide legal certainty for business during the transition to the updated version of the Regional Convention on Pan-Euro-Mediterranean Preferential Rules of Origin;
- preserve the possibility of using the previous rules of origin during the transition period;
- avoid violations in the application of diagonal cumulation;
- maintain the stability of trade flows and international supply chains.
Implementation of this decision will help ensure transparent trade conditions, maintain competitiveness of Ukrainian business, and integrate into global supply chains.
AmCham Ukraine urges the Members of Parliament of Ukraine to adopt Draft Law #0307 as soon as possible. These amendments are an important step towards improving international trade regulation, creating new opportunities for structuring the production of goods.
