The American Chamber of Commerce in Ukraine welcomes the adoption of Draft Law #3623 on digitalization in the labor sphere by the Verkhovna Rada of Ukraine on February 5, 2021.
The Draft Law envisages the following:
- The establishment of a five-year transition period for including information from paper employment records into the State Register;
- The employer will not be obliged to make records of employment, transfer, and dismissal in paper any longer unless the employee requests to do so; After all employment information is included into the State Register, the employer will be obliged to return the original paper record to the employee subject to his/her signature;
- The possibility of an automatic pension appointment (without personal application).
Experts of the Chamber Human Capital Committee have been continuously supporting further modernization of legislation focusing on digitalization in the field of labor relations by providing proposals on the labor legislation reform.
Therefore, we welcome this positive step as ensuring the right to record the employee's labor activity in electronic form is necessary to simplify the personnel records of business entities, save time resources for both employers and employees.
