AmCham Ukraine welcomes the registration on June 20, 2025 of the Draft Law #13340-1 “On Amendments to Clause 2 of the Law of Ukraine “On Amendments to the Code of Ukraine on Administrative Offenses regarding the Establishment of Liability for Violation of Legislation in the Field of Lobbying” (Draft Law #13340-1).
AmCham Ukraine member companies’ experts believe that the liability mechanism provided by the current version of the Law of Ukraine #3620-IX requires further refinement, taking into account legal, technical, and institutional realities.
According to AmCham Ukraine member companies’ experts, introducing administrative liability simultaneously with the entry into force of the Law of Ukraine “On Lobbying” is premature. Given the novelty of the legal framework and the lack of enforcement practice, it is advisable to establish a transitional period to ensure proper implementation of legislative provisions.
Therefore, AmCham Ukraine member companies’ experts welcome the respective legislative initiative and call on the Verkhovna Rada of Ukraine to adopt Draft Law #13340-1 as soon as possible, and no later than September 1, 2025, which will ensure the proper implementation of the provisions of the Law of Ukraine “On Lobbying”.
