Policy Progress: Parliament Passed in the First Reading the Draft Law #4662 on Possibility of Medicines’ Procurement via Managed Entry Agreements

The American Chamber of Commerce in Ukraine welcomes passing Draft Law #4662 regarding the possibility of medicines procurement via Managed Entry Agreements (MEA) in the first reading by the Verkhovna Rada of Ukraine on June 2, 2021.

The Draft Law envisages:

  • The possibility to arrange procurement of innovative medicines via MEA
  • Implementation of new medicines procurement mechanism with the risk-sharing mechanism to secure the efficiency of State Budget expenditures
  • Opportunity to ensure early access to treatment for patients

The business community supports the changes in legislation in order to implement medicines procurement via MEA. Draft Law #4662 is an important step for the implementation of MEA; still, many aspects need to be regulated and developed further.

The Chamber has been continuously supporting the MEA implementation in Ukraine and will continue to provide expertise to transform Ukraine's healthcare system.
