Ukraine to temporarily ban foreigners’ entry to Ukraine from midnight Thursday

Ukraine will prohibit entry to foreigners for one month starting from midnight Thursday, at 00:00, 28 August as it attempts to contain the spread of COVID-19. Foreigners will not be allowed to enter Ukraine until September 28.

Categories of foreign citizens not subject to the ban on entry to Ukraine:

  1. persons who are spouses or children of Ukrainian citizens
  2. persons who have an official valid work permit in Ukraine
  3. technical specialists who arrive in Ukraine at the invitation of representatives of Ukrainian enterprises
  4. transit passengers who have documents confirming departure abroad within two days
  5. persons who arrive in the country for training purposes
  6. persons who are serving in the Armed Forces
  7. persons who have permanent or temporary residence permit in Ukraine
  8. persons who are heads and members of official delegations of foreign states, employees of international organizations, as well as persons accompanying them and entering Ukraine at the invitation of the President of Ukraine, the Verkhovna Rada, the Cabinet of Ministers, the Office of the President, the Ministry of Foreign Affairs
  9. persons who are drivers and / or crew members of freight vehicles, buses engaged in regular transportation, crew members of aircraft, ships and river vessels, members of train and locomotive crews
  10. cultural figures who arrive at the invitation of a cultural institution together with one person accompanying each of them
  11. persons who arrive to participate in official sports competitions held in Ukraine, and accompanying persons
  12. persons who carry out transportation of hematopoietic stem cells for transplantation
  13. persons who arrive for treatment in health care institutions of Ukraine

These categories of foreign nationals must have an insurance policy to cover possible costs associated with COVID-19 treatment and observation (issued by an insurance company with a representative office in Ukraine).

The following categories of foreigners will also be able to enter the territory of Ukraine:

  1. persons who are recognized as refugees or persons in need of additional protection
  2. persons who are diplomats, employees of consular posts, missions of official international missions, organizations accredited in Ukraine, and members of their families or are persons who arrive at the invitation of the Ministry of Foreign Affairs of Ukraine
  3. persons who are instructors of the armed forces of NATO member states and member states of the NATO "Partnership for Peace" program, who take part in training events for units of the Armed Forces of Ukraine or arrive at the invitation of the Ministry of Defense

The Government has also extended the quarantine in Ukraine until October 31, 2020.

Ukraine's regions continue to be divided into four color zones till November 1, 2020, depending on hospital load, the average number of PCR and ELISA tests, and daily spread dynamics: green, yellow, orange, and red.

Green zone envisages:

  • wearing face coverings in public buildings
  • no more than 1 person per 5 square meters during public events
  • cinemas with 50% occupancy
  • transportation of passengers only within the seating capacity

Yellow zone (+ green zone restrictions) prohibitions include:

  • visits to retirement homes, except for those that provide services in critical situations

Orange zone (+ yellow zone restrictions) prohibitions include:

  • operation of accommodation establishments (hostels, tourist bases, etc.), except hotels
  • operation of entertainment facilities, restaurants at night
  • scheduled hospitalizations
  • gyms, fitness centers, cultural institutions
  • hildren's camps
  • restrictions for public events: 1 person per 20 square meters and no more than 100 people

Red zone (+ orange zone restriction) prohibitions include:

  • public transport
  • closing educational institutions
  • shutting down shopping malls, cafes, and restaurants
