AmCham Ukraine has been systematically working to combat shadow markets across various sectors of the economy. Recent studies have demonstrated positive developments, particularly in reducing the scale of illegal markets for certain excisable goods.
The business community appreciates the efforts and leadership demonstrated by Members of Parliament, including Danylo Hetmantsev, Halyna Yanchenko, and Yaroslav Zheleznyak, as well as by law enforcement agencies and fiscal authorities. Thanks to these joint efforts, $1.67 billion was contributed to the State Budget over the first 10 months of 2024 due to markets’ deshadowing.
At the same time, the AmCham Ukraine members experts emphasize that a substantial share of shadow markets still remains. The business community's voice must be heard: all individuals and legal entities operating in Ukraine should pay their fair share of taxes currently in effect. We urge Ukraine's Government and law enforcement agencies to intensify their efforts to combat the shadow economy, ensuring both budget revenue growth and fair competition. Eliminating shadow markets will not only establish a level playing field but also enhance the country's investment attractiveness.
