We were disappointed to see today's vote in Ukraine's Parliament dismantle key safeguards protecting the independence of the National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAPO). The adopted Draft Law #12414 threatens the independence of Ukraine's anti-corruption infrastructure and undermines trust in the country's anti-corruption efforts. We call on President Zelenskyy to continue supporting the independence of anti-corruption institutions in Ukraine and not sign the proposed legislation.
Since 1992, the American Chamber of Commerce in Ukraine has underscored the importance of the rule of law as a cornerstone for Ukraine's economic growth and favorable business and investment climate.
Rule of law, real and effective judicial reform, fair justice, a transparent selection of judges at all levels, and adherence to the independence of the National Bank, the Antimonopoly Committee, and the anti-corruption agencies are among the key strategic steps among AmCham's 10 Priorities for Ukraine's Economic Recovery.
Companies believe in Ukraine and are ready to invest, operate, and grow, but they need assurance that justice is fair, institutions are independent, and the legal framework is predictable.
AmCham looks forward to the proper implementation of the Economic Security Bureau reform, as well as ensuring the independence of NABU and SAPO as a cornerstone for smooth European integration and support of Ukraine's key allies, as it will have a massive impact on both Ukraine's investment climate and budget revenues.
