The American Chamber of Commerce in Ukraine held a meeting with Valerii Shergin, Head of the Public Procurement Department at the Ministry of Economy, Environment, and Agriculture of Ukraine, and the representatives of the State-Owned Enterprise “Prozorro” – Natalia Shymko, Deputy General Director and Valentyna Matviichuk, Head of the User Support and Marketplace Interaction Unit.
Participants discussed public procurement policy in Ukraine, including expected future developments, their practical implications for companies participating in public tenders, and ways to ensure transparency and fairness in procurement processes.
The discussion covered key aspects of the Draft Law #11520 and procurement practices, including the use of non-price criteria, evaluation approaches, participation of foreign companies and consortia, and the challenges companies face in tendering, such as misuse of localization requirements and procedural uncertainties.
