WHY ARE WE HOLDING THIS EVENT?
It’s been said many times before: the rebuilding of Ukraine isn’t just about what can be done after victory. Ukraine needs projects now to repair its energy, housing, critical and social infrastructure and provide basic services to the most vulnerable groups in society, not to mention rebuilding the facilities that directly affect the combat-readiness of the Ukrainian forces.
The World Bank has estimated the funding Ukraine needs for reconstruction and rebuilding at an unprecedented US$485 billion. This amount clearly exceeds the capabilities of the funding sources accessible to Ukraine. So the priorities need to be set thoughtfully and strategically. What is critically important for Ukraine in the long term? Who should be in charge of rebuilding – the state, businesses, or Ukrainian communities? Who should make key decisions about rebuilding? How can this process be made as clear and transparent as possible for everyone involved, from sponsors and key government agencies to the ordinary Ukrainians who will be living in this country?
In 2022 many people envisioned a quick victory and the start of comprehensive rebuilding. The situation has changed, and rebuilding is needed here and now, as an ongoing process. The question is: where should the rebuilding be done – in the places where people used to live, where they are now, or where we think they will live and work in the future? What should happen to large industrial facilities? How will businesses rebuild or create new infrastructure?
