As a follow-up, we would like to share with you a respective presentation delivered by Deputy Minister.
According to her, the Ministry of Digital Transformation has 4 main goals by 2024:
- 100% of public services are available to citizens and businesses online
- 95% of transport infrastructure, settlements and social facilities have access to high-speed Internet
- 6 million Ukrainians are involved in the digital skills development program
- 10% share of IT in the country's GDP
So far, the Ministry of Digital Transformation has launched several important projects, such as:
1. DIIA (portal + application) - diia.gov.ua
Portal DIIA is:
- possibility of receiving public services, submitting appeals, complaints, petitions of citizens, conducting electronic correspondence with the authorities, conducting surveys, etc.
- use of the personal account and access to information from registers
- creation of a modern register of administrative services
With the help of mobile application DIIA Ukrainians get access to their digital documents, which they use in everyday life.
2. Diia.Business - business.diia.gov.ua
This large-scale national project for business development was launched online and offline on February 28, 2020. Business information which is available on the online portal platform:
- 100 business ideas and document templates for starting a business (https://business.diia.gov.ua)
- free consulting in 14 different areas (https://business.diia.gov.ua/consulting)
- online school for entrepreneurs (https://business.diia.gov.ua/school)
- business support map in the regions (https://business.diia.gov.ua/business-map)
The offline part of the project is represented by a network of business support centers, where entrepreneurs can get advice from practitioners, participate in educational activities, test the product at pop-up locations before entering the market and conduct their own business events.
Diia.Business Centers already operate in Kharkiv (http://diia-business-kharkiv.com/) and Mykolaiv (http://diia-business-mykolaiv.com/).
Next centers will be opened in Kyiv region and Cherkasy and in the Taras Shevchenko University of Kyiv.
3. Diia.City - city.diia.gov.ua
A digital business country where there are no limits to investing, creating jobs or developing new technologies. Ukrainians and entrepreneurs from all over the world will have the opportunity to quickly implement their most ambitious innovative and business ideas without government intervention. The main idea of the project is to create the world's first virtual country with a special tax, financial and legal regime.
4. Diia.Digital Literacy - osvita.diia.gov.ua
- This is the first access button for digital education for Ukrainians. The goal is to teach 6 million Ukrainians digital literacy in 3 years
- As of now, 376 000 Ukrainians have used this online platform
- The platform already has 40+ educational online series on various topics: Basic Digital Skills, Artificial Intelligence, Digital Skills for Teachers, Cyber, Cyberbullying, Startup and others
- A national test for digital literacy Digigram was also launched within this platform: https://osvita.diia.gov.ua/digigram. Its goal is to conduct a nationwide study of digital literacy. The test consists of 90 questions covering 30 digital competencies. The methodology is based on the European framework of digital competencies for citizens DigComp 2.1, adapted by Ukrainian experts
