On July 22, 2020 the Chamber member companies met online with Roman Shakhmatenko, newly appointed Deputy Minister of Environmental Protection and Natural Resources of Ukraine and leadership of Non-Governmental Eco Organization "Environment People Law" (EPL) to discuss Draft Law #3091 introducing the reform on state ecological control.
Meeting’s participants discussed the following issues:
1. Inspection procedures (scheduled and unscheduled inspection);
2. Sanctions’ application (temporary shutdown of enterprises, fines’ amount);
3. Alignment of competences of state control authorities (i.e. in the context of current marine & river transport regulation).
As a result, the following next steps were agreed:
1. To develop Chamber proposals to the Draft Law’s wording in the parts of:
- witnesses’ engagement (article 7, part 7);
- grounds for conducting unplanned state control (article 12, part 2, points: 2; 3; 7; 8);
- decision to suspend the activities of the business entity (article 15, parts: 4; 8, point 5);
- justification of fines and their calculation (article 29).
2. To arrange the next online meeting with Draft Law’s authors to discuss the submitted Chamber proposals.
