Due to the implementation of the decentralization reform, the functional capacity of local government authorities has been expanded. Accordingly, the local government authorities have been given a larger number of budgets and powers in terms of issuing permits and land allocation. Thus, complaints against local governments received by the Business Ombudsman Council from entrepreneurs are among the TOP-5 most common appeals and are atypical. We discussed how to effectively cooperate with local governments, including mediation of the Business Ombudsman Council.

Speakers:
Olena Kutsay, Investigator at the Business Ombudsman Council. Olena is an expert in complex issues of real estate/construction, energy, natural resources and cooperation with state regulators. Before joining the Business Ombudsman Council, Olena worked on a Chevron energy project in Ukraine, number of real-estate projects of international group Scorpio Real Estate and FMG Property Group. Olena holds masters of law from Eastern European National University and masters of public administration from Ukrainian Catholic University. She is a graduate of Leadership Academy for Development at Stanford University. Co-author of two systemic reports of the Council, regular speaker at various events.
Olena Chorna, Investigator at the Business Ombudsman Council. Olena has over 7 years of experience on advising multinational and local clients on various employment and corporate matters. She joined the team of Business Ombudsman Council after PwC Ukraine, where she had been working for more than 5 years. Before that, Olena was also working at outsourcing company TMF Group. She was involved in different projects related to corporate debt restructuring, setting up a business in Ukraine and choosing the appropriate business model, including advising on complicated corporate governance structures, employment and liquidation procedures. Olena is a certified Attorney at Law. She holds specialist's degree in Law from National University "Kyiv-Mohyla Academy" and master's degree in Law from Taras Shevchenko National University of Kyiv.
