Information on Initiatives Aimed at Ukraine's Economic Recovery

On May 5, 2022, Prime Minister of Ukraine Denys Shmyhal presented the United24 platform, initiated by the President of Ukraine Volodymyr Zelenskyy, to international partners and donors. The first components of this initiative, aimed at uniting people around support for Ukraine, are the Recovery Plan and the Recovery Fund. According to the Prime Minister, the Fund is expected to be filled from assistance from partner countries and international financial organizations, from large international corporations, from international humanitarian organizations and charitable foundations as well as frozen & confiscated assets of russia, contributions from individuals.  

In this context, we would like to draw your attention to the following important components of recovery program for Ukraine: 

1. Decree of the President of Ukraine #266/2022 “On the Establishment of National Council for the Recovery of Ukraine from the Consequences of the War”. National Council for the Recovery is an advisory body to the President, its main tasks are to develop an action plan for post-war reconstruction and development of Ukraine; to identify and develop proposals for priority reforms, as well as to prepare strategic initiatives, draft regulations, the adoption and implementation of which are necessary for the effective operation and reconstruction of the country in the war and postwar periods. 

2. Dimensions of Ukraine's Recovery Plan. The Government has specified two dimensions: regional and parametric. Regional is when partner countries and corporations help to restore a particular city or region. The parametric approach is a program of the National Council for the Recovery, which engages the development of specific parameters for rebuilding and transforming each sector of the economy. 

3. Principles of Ukraine's Recovery Plan, developed by the Government, Ministry of Economy, and leading experts: 

  • Full access to the EU and G7 markets, which will help producers to integrate into global retail chains and increase exports; 
  • Obtaining candidate status and then full membership in the EU. The application will provide Ukraine with access to the European Unionʼs structural funds; 
  • Building an economy on the principles of deregulation and liberalization; 
  • Establishment of logistics routes to Western countries. The Government is already working to increase their capacity; 
  • The transition from the export of raw materials to its processing and sale of finished products; 
  • Development of production of armaments and military equipment, including through the transfer of military technologies; 
  • Self-sufficiency in energy: increase in own gas production and development of nuclear energy; 
  • Climate modernization. Considering the principles of "green economy" when creating new facilities in various industries; 
  • Localization is not less than 60%. Ukrainian companies and producers will be involved in the reconstruction of Ukraine. 

AmCham Ukraine actively participated in Recovery Plan’s drafting and implementation.
