In brief
On 9 July 2026, the Ministry of Justice of Ukraine issued Order No. 1860/5, "On Approval of Standardized Templates and Descriptions of Unified Forms of Typical Documents Created in the Course of a Legal Entity’s Activities" (the "Order"), which has entered into force. The Order approves 42 templates and descriptions of documents commonly used in the management and document workflow processes of legal entities. A significant number of the approved templates relate to HR administration and the documentation of employment relationships.
In more detail
1. The Order approves templates for key HR and corporate governance documents, including:
- an organizational structure of a legal entity;
- regulations on structural units;
- Internal Regulations (Employee Manual);
- a staff schedule;
- job descriptions and work instructions;
- a collective bargaining agreement;
- a vacation schedule;
- orders relating to various employment matters; and
- other documents required for the normal operation of a business.
2. Notably, the standardized collective bargaining agreement template includes not only traditional provisions relating to work organization, remuneration, working and rest time, and occupational health and safety, but also provisions addressing:
- non-discrimination,
- inclusiveness,
- the prevention of and protection against workplace harassment (bullying), and
- psychosocial support for employees.
3. The Order also approves templates for orders on the most common personnel management matters, including:
- hiring;
- transfers and reassignments;
- termination of employment;
- granting leave;
- business trips;
- disciplinary reprimands;
- performance appraisals;
- incentives, including awards and bonuses; and
- salary supplements and allowances.
4. In addition, the Order approves templates for a range of supporting HR documents, including employee requests and applications, vacation schedules, memoranda, reports, explanatory notes, references, biographies and nominations.
5. Each template is accompanied by a description outlining the document's structure, required details, and procedures for execution, approval, registration and employee acknowledgment.
Additional information
The Order does not impose new obligations on employers, and the approved templates are advisory rather than mandatory. However, the use of these standardized templates may help reduce the risk of errors in the preparation of HR and administrative documents and may therefore serve as a useful reference when drafting such documents.
