Transitional Period for Implementation of Technical Regulation on Cosmetic Products Has Been Extended

On July 29, 2026, Resolution #976 “On Amendments to the CMU Resolution #65 dated January 20, 2021” (Resolution) was adopted by the Cabinet of Ministers of Ukraine (CMU), extending the transitional period for implementation of Technical Regulation on Cosmetic Products.

Business supports the harmonization of Ukrainian legislation with the  the European Union (EU) one, however, a  regulatory certainty, predictability of procedures, and sufficient transition period are necessary for the successful process of such adaptation.

Adoption of Resolution eliminated risks for businesses and consumers, namely in terms of:

  • price increases and, accordingly, increased costs for consumers
  • accessibility problems that could lead to temporary or permanent shortages of certain products
  • absence of a number of types of cosmetic products on the market, which could potentially open the door to gray imports and counterfeiting

The American Chamber of Commerce in Ukraine welcomes the adoption of the Resolution on the extension of the transitional period for the implementation of Technical Regulation on Cosmetic Products and expresses gratitude to the Cabinet of Ministers and the Ministry of Health for the ongoing dialogue with the business community.
