On June 10, 2026, the Cabinet of Ministers of Ukraine adopted Resolution #812 "On Amendments to the Procedure for Organizing and Maintaining Military Registration of Conscripts, Military Reservists, and Reservists". Resolution #812 introduces digitalization-centered amendments to Procedure #1487.
Key changes include:
- employers must verify electronic military registration document against the Unified State Register through Diia or the personal records cabinet at the time of hiring, using an electronic military registration document generated no earlier than 72 hours before the hiring date
- hiring and dismissal notifications can be submitted electronically via Diia, eliminating duplicate paper filings
- annual reconciliation of employer registers moves to a digital format, covering both employees' electronic military registration document and records held by Territorial Recruitment and Social Support Centers (TRSSCs), the Security Service of Ukraine (SSU), and intelligence agencies
- a new electronic cabinet gives employers expanded access to register data, including deferral status, military specialty, and mobilization assignment information
- reconciliation with TRSSCs shifts to digital as the primary method, with in-person filing only where technical capacity is unavailable, and a December 1deadline for TRSSCs outside the employer's own region
- reconciliation with the SSU and intelligence agencies remains paper-based, via registered mail with proof of delivery; no Register cross-check is required for their paper-based military registration documents
Experts of AmCham member companies have actively advocated for the digitalization of military registration procedures, including the elimination of duplicative paper-based reporting, simplified verification mechanisms for employers, and expanded electronic access to registry data. The AmCham has consistently raised these issues as means of reducing the administrative burden on businesses while maintaining the integrity of the military registration system during wartime.
